We are delighted by the fantastic response to our request for nominations to stand for the IEP Board. We have received nominations of a strong calibre, with an impressive 11 individuals stepping forward. We are thrilled by the breadth of experience and diversity of the nominees who want to contribute to the future of our profession and excited to see who will be elected to the Board.

This election provides the IEP with an excellent opportunity to involve a growing number of influential figures, operating at many levels, who are keen to offer their commitment and dedication to improve and enhance what the IEP offers and to influence future strategic plans. Many of the candidates have worked on the ‘frontline’ over the course of their careers as well as in executive leadership positions in both private and public sector departments. They come from a wide range of organisations and backgrounds including prime contractors, independent providers, subcontractors, charities and also those that work across various sectors helping to increase the reach of the IEP.

Sak Awan FIEP

Sak Awan is an influential figure in the employability and skills sector, with over a decade of experience driving positive change. As the Founder and Director of S Knights Recruitment, Sak has grown the organisation into one of the leading recruitment agencies in the UK, specialising in the employability and skills industries. His strategic leadership has enabled S Knights Recruitment to become a trusted partner for further education institutions, vocational training providers, and other Employability Providers across the UK, helping them source high-calibre talent to improve workforce development and skills training.

Sak also launched EPA Hub and recently acquired the Apprenticeship Conference business, both of which now support the aim and vision of connecting people across the sector.

As an ambassador, change maker and leader in the employability and skills sector for over a decade, I offer a combination of strategic vision, practical experience, and a strong commitment to supporting individuals facing barriers to employment.

Since founding S Knights Recruitment, I’ve grown the organisation into a leading recruitment agency, specialising in employability and skills. This experience equips me to help the IEP Board drive business growth, I understand the importance of connecting the right people to the right opportunities, having worked closely with further education providers to source top talent that drives workforce development.

My work as a Non-Executive Director at Acacia Training demonstrates my ability to provide strategic oversight, advice and challenge. This role has enhanced my understanding of governance and long-term strategic planning, both essential attributes for the IEP Board.

Additionally, as Chair of Trustees at the SAMEE Charity, I’ve led initiatives that help individuals with disabilities find self-employment opportunities, reflecting my passion for creating an inclusive sector. I am delighted to nominate Sak Awan for a Board Director position with the Institute of Employability Professionals. As a Non-Executive Director for Acacia Training and a Trustee for Sammee Charity, Sak has consistently demonstrated strategic leadership, driving initiatives that enhance employability and support workforce development. His passion for connecting people, professionalising the sector, and fostering opportunities is unmatched. Caroline Bostock FIEP

I have forged my career in roles dedicated to supporting vulnerable and struggling people/communities and is a passionate advocate of those with no voice. I spent the first 10 years of my career in London local/regional government at Greenwich and Islington Councils; and a 4-year stint at the London Development Agency where I developed, procured and managed a number of large-scale employment, skills and business support programmes in East London in the years preceding the London Olympics.

Over the last 14 years I have further developed my career on the other side of the fence, developing a reputation as a strong business development leader for several private and third sector organisations, leading bids for major public sector contracts across a range of services including employability, skills, social care, children’s services and Justice.

I am currently Director of Employability and Community Services at Palladium. Palladium works globally with governments, businesses and investors to solve the world’s most pressing challenges. Palladium is a ‘newish’ market entrant to employability and community services, but we have definitely hit the ground running; quickly establishing ourselves as a high performing sub-contractor to Fedcap on the DWP Restart programme working across Hampshire and Isle of Wight, and more recently as a prime contractor for the Home Office Refugee Employment Programme across the South East. I am also Chair of the Business Service Association’s (BSA) Regional Advisory Board, which leads the BSA’s work on local government and devolution.

I live on a smallholding in Derbyshire with my partner, 2 kids, various animals (ponies, sheep and pigs), and a campsite; all of which keep me very busy in my spare time!

Election Statement

Strategy and Business Development are key strengths for me so I will have a lot to contribute on the Business Growth agenda, including new market entry. A key element of my success is my ability to visualise and form strong partnerships between organisations through the development of strong collective vision as well as excellent relationship formation/ management. Since moving into the sector 15 years ago I have led or played a major role in over £1bn of bid wins including:

• Department for Work and Pensions: Restart, Work and Health Programme and Access to Work • Ministry of Justice: Secure Training Centres, Probation and Commissioned Rehabilitative Services • Local/Combined Authorities: Adult Education Budget, Children’s Services, health related employment support programmes, personal social care budgets

I am also currently leading Palladium’s market entry strategy into Australian Employment Services – my first time working outside the UK, but absolutely fascinating to see the similarities (and also differences) between both countries.

My public sector/economic development background also gives me an excellent understanding of local government, combined authorities and the current devolution agenda. Indeed, over the last few years I have been heavily involved in the BSA’s work on devolution through membership of (and now Chairing) the BSA’s Regional Advisory Board. Devolution is obviously a key priority for the current government and our sector, and I would provide a lot of experience, expertise and insight to help to steer the IEP through this current important policy direction.

Ayden Sims FIEP


I have had the pleasure of working alongside Caroline for several years and can honestly say she is an asset to the sector.

Her background working in Local Government before moving to work within the provider base, has given Caroline a unique outlook on what local commissioners and citizens need, balanced with how best to deliver those services to ensure the greatest impact.

Caroline has spent many years working in growth roles, meaning she is able to understand and create innovative and impactful services that help drive continuous improvement. Her time leading Palladium has also shown how effective Caroline is in directing and inspiring the teams around her to deliver high performing services.

Caroline is deeply passionate about the work the sector does and pro-active in championing the impact we have, which mixed with her positive outlook and engaging personality means she would be an asset to the IEP Board.

I am writing to recommend Caroline Bostock FIEP for the IEP Board. I offer the following statements to support her nomination.

1. Her extensive industry knowledge is evident – she is immensely successful in staying ahead of evolving political and societal trends. This depth of understanding positions her as a trusted expert, valued by colleagues across the industry.

2. Caroline has a remarkable ability to transform complex concepts into clear and actionable strategies. She translates this clarity of thought into the ability to lead teams and partners through uncertainty.

3. Finally, she is a person of exceptional integrity, always acting with honesty and ethical clarity.

With her combination of integrity, expertise, and thought leadership, Caroline will be an invaluable asset to the IEP Board and is entirely the calibre of person that should be prominent leader in the sector.

Samantha Crandle AIEP

Samantha has over 15 years’ experience in the youth sector and has worked at Catch22 since 2013. She first joined our Young People and Families directorate as a programme coordinator Merseyside, for the government’s flagship youth programme NCS – National Citizen Service.

Sam was then promoted to Operations Manager for the Northwest for NCS and lead teams to take 1000’s of young people on residentials leading to their creation of social action projects in holiday periods throughout the year.

Sam went on to join our employability division to mobilise our biggest corporately funded employability programme Connect with Work – Funded by Barclays in 2017. This became Catch22’s longest standing corporate funder. Sam was promoted to Senior Operations Manager in 2022. With a focus on managing a portfolio of programmes to ensure high quality delivery, person focused interventions and accountable practice. Sam likes to think outside the box, problem solve and be creative.

As all our programmes are supporting people with complex barriers into sustainable employment it is critical, we remain adaptable and flexible to meet our clients’ needs in an ever-changing climate.

Prior to working at Catch22, Sam started her career as a nursery nurse, moving on to become a mobile play team - play leader. She then worked with the NSPCC delivering a youth service called Participation Through Sport delivering preventative work to build relationships, resilience and skills in young people. Following this, Sam was a Director of a CIC for several years developing and delivering youth consultations, delivering training & accreditations and creating a culture of volunteering in local communities. Here her team successfully secured a contract to deliver the Pilot of NCS in Warrington. This led her to Catch22 who needed a programme coordinator in 2013.

Sam is passionate about supporting people who need us, about being innovative and about encouraging her team to learn and grow. She hopes to use her position as a Senior Operations Manager at Catch22 to grow our footprint to support more young people and adults as well as creating a great place to work for her teams.

As a candidate for the IEP Board, I bring over a decade of hands-on experience in supporting individuals facing barriers to employment, and a proven track record of driving meaningful change. Having managed large national programmes, including Catch22's Connect with Work initiative which supported 600 people into work per year, I have consistently delivered innovative solutions that empower marginalised groups to achieve sustained employment outcomes.

In Board meetings, I will be a proactive voice, challenging the status quo and ensuring we address critical issues impacting employability services. My ability to focus on both strategic goals and operational details enables me to balance long-term vision with the practicalities needed for successful implementation. I have a sharp eye for detail, ensuring that our efforts align with the broader mission while navigating the complexities of service delivery.

Moreover, I value collaboration and am known for my accessibility and approachability, regularly engaging with my teams to solve problems and improve outcomes.

I am eager to bring my experience, strategic focus, and operational expertise to the IEP Board to further its mission of fostering employability for all. Together, we can continue to break down barriers and create lasting, impactful solutions for those most in need.

As Chief Development Officer, I am proud to nominate Samantha Crandle for a position on the IEP Board. With 11 years of dedicated experience in supporting individuals facing barriers to employment, Samantha has consistently delivered outstanding results. Her passion for creating inclusive opportunities and her drive to empower others are evident in every project she leads. Samantha's commitment goes beyond just achieving outcomes; she strives to transform lives by breaking down barriers and fostering sustainable change. Her expertise in managing large-scale programmes, coupled with her hands-on approach, makes her an invaluable asset. I believe she will be a strong voice for the Employability Sector, advocating for innovative solutions and championing the needs of those we serve.

Victoria Head MIEP

I am pleased to nominate Samantha Crandle for a position on the IEP Board. With 11 years of experience supporting individuals facing barriers, Samantha has demonstrated an unwavering commitment to helping people achieve meaningful outcomes, including securing employment. Her dedication to driving positive change is evident in her management of large contracts that have successfully delivered transformative results for individuals and communities. Samantha’s strategic mindset, combined with her passion for inclusion and empowerment, makes her a perfect fit for the IEP Board. Her ability to navigate complex challenges and deliver solutions that make a tangible impact will be an invaluable asset to the board. I am confident that her vision, leadership, and hands-on experience will contribute significantly to the ongoing mission of IEP to create inclusive pathways for those facing barriers.

David Elsmere FIEP

Over 30 years ago I was made redundant from my financial services job and found it very difficult to find suitable work. It was hard, I had an 18 month old daughter and a mortgage – my mental health suffered badly. I can remember the supportive role the Job Club at Hereford College played in helping me move forward.

I applied for a role with a large training provider – they said I was overqualified. So I asked if they would take me on under the Train for Work programme. To cut a long story short they took me on and then employed me – and I then progressed to the new Training and Enterprise Council where I ended up managing the Adult Training Programmes for unemployed individuals.

A long and rewarding career in employability, skills and workforce development has followed – taking in New Deal, ESF/ERDF projects and a raft of programmes helping people reconnect with the labour market and find sustainable work as well as skills and workforce development for employers – ending up just over 3 years ago being part of the successful bid team for Restart in Wales.

Working in the Training and Enterprise Council / Chambers of Commerce and Business Link has given me an insight into working with employers (particularly SMEs) to support them in employing and developing an inclusive workforce and employee development through my work with Investors in People.

My role with Serco was initially part of the bid team bringing local knowledge and partnerships to build our supply chain. Currently I lead an amazing team of three creating lasting partnerships with DWP / Jobcentre Plus, Welsh Government, local authorities, regional skills teams and a diverse range of wrap around support providers to enable us to offer comprehensive support to our participants.

Election Statement

I am passionate about ensuring those working in the sector are recognised as professionals and have access to the skills training and support to enable them to gain the best possible outcomes for our participants, and to ensure we offer comprehensive and accessible support for their health and wellbeing.

I will be a strong advocate for the devolved nations ensuring that the IEP recognises and supports the differing priorities and landscapes of the devolved administrations and increasing IEP activity in these areas. I am currently a member of the Wales Advisory Group helping to increase awareness and membership, as well as take up of IEP Learning opportunities.

As a Partnership Manager I have strong links with local authorities, housing associations and other stakeholders who deliver employability programmes and that we need to increase our engagement with, and I have already supported this here in Wales.

I can offer a strong partnership ethos bringing a wide range of stakeholders together to deliver support and opportunity to the sector as well as a practical-solutions driven outlook.

I have a wide range of experience in skills as well as employability having created and delivered apprenticeship, workforce and business development and Investors in People programmes across a wide range of sectors. This helps with a focus on in work support as well as progression.

I am a strong advocate for inclusivity and ensuring that no one gets left behind both for those we engage with on our programmes, but also those who currently work in employability but those we need to recruit to reflect our communities – truly I want to help to all employability professionals everywhere to be the best they can be.

Ian Benbow FIEP

David Elsmere has over 30-years working in the skills, training and employability sector and has become integral to the Welsh Employability network in championing the creation of quality services through improved collaboration. Through his current role as Serco’s Partnership Manager for Wales, David has gained the trust of Welsh based organisations such as, Supply Chain Partners, a wide range of stakeholders including wrap support agencies to help people get back into fair and sustainable employment.

Historically, services and networks which are formed outside of Wales often struggle to gain trust and build traction across the Welsh infrastructure.  However, small steps have been made recently and I believe David would be a perfect match for the IEP’s Board in building the awareness of the institutes work and priorities across the principality and create a desire across Wales to build on the work achieved to date.

Kathryn Jellings FIEP


David has dedicated his professional life to supporting others and has a wealth of experience in the employability sector spanning almost 30 years. Whilst being a senior manager for Serco, he maintains strong connections to front line delivery teams, ensuring customers have the very best experience.

David is a passionate supporter of building strong and resilient partnerships and can often join the dots in ways others may struggle. His inclusive approach ensures that no one gets left behind, and he is a particular supporter and advocate of disability inclusion.

Tara Fisher FIEP

I am currently Chief Operating Officer at the SAMEE Charity. Since 2016, the Support and Mentoring Enabling Entrepreneurship (SAMEE) charity has contributed to societal change through campaigning, influencing, advocacy, programme design, development and delivery. Enabling entrepreneurship and employability with disabled beneficiaries to positively impact the reduction of the disability employment gap.

We believe every person accessing our services has the potential to lead fulfilling lives and achieve financial rewards on a journey that is as unique as they are. One in four disabled beneficiaries who have accessed our support are sustainably trading, enabling them to become economically active, boost their wellbeing and gain further independence through improved financial resilience.

As a level 3 disability confident leader awarded charity, SAMEE is working with partners in the education, charitable and business sectors to ensure that we are able to offer meaningful support to our beneficiaries.

My role is varied and interesting, ranging from business growth, strategic planning, operational leadership, budget management, stakeholder management, advocacy, campaigning, influencing, networking to representing SAMEE across the sector.

My 30 plus year career background lies primarily within the Employability Sector, starting as a Front-line Adviser at Jobcentre Plus, seconding to Working Links as an Operations Manager for a number of years, then working as a Project Manager at Government Office for London where I managed ESF Objective 3 through co-financing organisations. I then worked within a Local Authority at Dartford Borough Council as a Senior Project Manager steering them to a greater focus on employability within regeneration, from there I worked at Pinnacle People for over 11 years in a variety of roles cumulating in leading all of their operational contracts across the UK. I moved to Seetec Pluss as their Operations Director for the South West before becoming the COO at SAMEE almost 2 years ago.

Election Statement
I can offer the IEP Board experience in delivering strategic business growth gained from my roles within the employability sector over the last 30 years. This is supported by over 20 years of experience in strategic and operational leadership, I have consistently driven significant business growth through strategic vision and operational excellence. My expertise lies in identifying new opportunities whilst maximising existing ones, which has led to increased revenue streams and strengthened partnerships in a number of organisations I have worked for in our sector.

As Chief Operating Officer at SAMEE Charity, I successfully diversified revenue streams, securing hundreds of thousands of pounds in new income. This was achieved by developing targeted strategies, expanding into new sectors, and fostering relationships with key stakeholders. My approach of aligning strategic objectives with outcome-focused operational plans enabled seamless execution, resulting in measurable business growth and operational efficiency.

A significant part of my success is rooted in my ability to support and empower operational teams. I create a high-performance culture by mentoring and developing talent, fostering collaboration, and ensuring alignment between operational delivery and strategic goals. This approach was key to transforming the culture at a previous organisation I worked for, where I implemented a One Team High-Performance ethos, achieving over 200% of key performance indicators (KPIs) and exceeding profit margin contribution targets by an average of 25%.

My leadership extends to strong stakeholder management and risk mitigation. I am adept at supporting operational teams to deliver at scale, and through collaboration and a growth mindset, I have consistently enabled teams to reach new partners and expand existing relationships, contributing to the overall success of each organisation I have been a part of.

I am writing to nominate Tara to the IEP Board. With 30+ years of extensive experience in the employability sector, including senior roles in various high-impact organisations, I am confident of Taras’s abilities to contribute valuable insights and leadership to the Board.
Tara began her career in the employability sector as a frontline advisor at JCP, rapidly advancing into management roles. Tara demonstrates a deep understanding of the challenges faced by both jobseekers and colleagues, insights that remain relevant today given the ongoing constraints and pressures within the system.

Tara has held multiple roles within the sector, working with different cohorts enriching her perspective of the sector, notwithstanding 11 years at Pinnacle People whichTara sites as instrumental in developing capabilities in contract management and strategic leadership.

Currently, as the COO at SAMEE Charity she has a credible track record and comprehensive perspective on the employability sector which has my nomination to truly add value to the IEP Board.

Haroon Ghalib FIEP

As Head of Community and Partnerships at Jobs 22, I am dedicated to fostering a culture of collaboration that brings together a diverse range of stakeholders. My role focuses on building and strengthening strategic relationships with organisations across sectors, including statutory bodies, private sector partners, local authorities, charitable organisations, and the third sector. I believe that by working closely with these diverse groups, we can develop innovative solutions to complex social challenges and create meaningful opportunities for those facing barriers to employment.

Central to my work is cultivating partnerships with local and combined authorities to ensure our efforts align with regional priorities and have a far-reaching impact. Engaging with private sector partners allows us to draw on additional resources and expertise, while our collaboration with charitable and third-sector organisations helps us stay grounded in the needs of the communities we serve. This comprehensive approach allows us to respond effectively to local needs, ensuring our initiatives are inclusive and sustainable.

A significant part of my role is managing the Community Investment Fund, which supports projects that generate social value and benefit local communities. I focus on creating partnerships that maximise the impact of these funds, whether through direct investment in community initiatives or by working with various stakeholders to ensure resources are used effectively.

Through initiatives like the Restart Scheme, I aim to provide people with the support, skills, and confidence they need to secure meaningful, sustainable employment. Based in Birmingham, I am deeply committed to driving collaborative efforts that enhance social value and create stronger, more inclusive communities. My goal is to harness the power of partnerships to ensure that everyone has the opportunity to thrive and contribute positively to society.

I can offer the IEP Board extensive experience in developing strategic partnerships across various sectors, a deep understanding of community engagement, and a strong commitment to improving employability outcomes for disadvantaged individuals. I have no hesitation in supporting Haroon’s application to the Board of the IEP. In my time working with Haroon, I have found him to be an energetic, committed and engaged individual who constantly considers the opportunity that exists for the organisation in the work that he does. Haroon has a naturally engaging style which has enabled him to forge a number of key relationships with stakeholders across our area of work. It also means he is closely attuned to political and other factors that could influence the market, and in turn Jobs 22, and goes out of his way to flag these to relevant people within the business, including a clear sense of the ‘so what’.<

I have every confidence that Haroon will bring this knowledge and enthusiasm to the IEP Board and also be great exposure for him with a wider group of Senior leaders.

I am pleased to nominate Haroon Ghalib for a position on the Board of the Institute of Employability Professionals. As Head of Community and Partnerships at Jobs 22, Haroon has demonstrated exceptional leadership in building strategic relationships with a wide range of stakeholders, including statutory bodies, local authorities, private sector partners, and third-sector organisations. His experience in managing initiatives that drive social value, such as the Community Investment Fund, showcases his ability to align resources and efforts towards shared goals effectively.

Haroon’s passion for improving employability outcomes and his dedication to helping disadvantaged individuals progress align perfectly with the IEP’s mission. His strategic insight, collaborative approach, and commitment to innovation make him an ideal candidate for the Board. Lorenzo Hall FIEP

I am Founder and Managing Director of Transform & Achieve, an employability , personal development, psychology and mental health coaching brand.

Over the past decade, I have led the acquisition of significant employability contracts in collaboration with key housing sector players. As the founder of the Transform and Achieve brand, I have successfully navigated large funding bids, achieving ambitious targets set by major funding streams focused on social value and employability.

A notable highlight was during the pandemic when our corporate sponsors provided substantial funding to support the most vulnerable. Utilising our newly developed online Transform and Achieve model, we assisted over 250 customers in improving their mental health, financial resilience, and employability, with more than 125 securing rewarding employment. The Transform and Achieve brand have received numerous accolades and award nominations.

I have expanded the Transform and Achieve brand into a distinctive offering, securing multiple contracts from prime employability providers. This year alone, I have led the acquisition of four contracts from the DWP in addition to winning contracts which we are currently delivering to many of the most well-known primes. Additionally, I have been awarded a fellowship by the IEP and commissioned to deliver leadership learning programmes for employability major sector players.

My ability to add value to commercially focused organisations was demonstrated during my three-year tenure as a board member on the J.P. Morgan Foundation funded programme. I have proven expertise in addressing the diverse needs of individuals facing various barriers to success and have demonstrated entrepreneurial skills by winning contracts as a strategy lead across multiple platforms.

A key factor in my success is my deep understanding of the challenges faced by diverse communities within the employability sector and my pragmatic approach to creating solutions that engage and transform lives. I now also coach employability organisations on enhancing the skills of their leaders and frontline teams, sharing the knowledge and know-how I have gained over the past decade. I have designed successful transformation programmes for groups such as the long-term unemployed, young people leaving care, ex-offenders, and those with mental health challenges.



Election Statement


Since 1997, I have been deeply engaged in the field of people development, building a strong company profile within the housing sector. As a lead coach, I have successfully supported residents in securing employment through the Transform and Achieve personal development and employability brand. My extensive knowledge in helping residents overcome poverty, mental health challenges, and unemployment has been crucial.

Having personally faced many of the barriers encountered by our service users, I can attest to overcoming difficult circumstances. Growing up as a first-generation British-born Caribbean of Windrush generation parents, I experienced firsthand the hardships of being an immigrant. From an early age, I felt alienated from society, lived in poverty, and witnessed family breakdowns. These experiences, coupled with community isolation, made childhood socialisation traumatic. I faced racism at school, alienation from primary school age, and discrimination in employment and career growth opportunities. Additionally, I had to manage and overcome the mental health challenges resulting from these experiences, learning to deal with frustration, anxiety, and the constant need to go the extra mile to fit in.

Navigating conscious and unconscious biases due to my ethnicity has been a challenge that I have learned to overcome, leading to a successful career. These experiences have enabled me to transition from PTSD to post-traumatic growth, allowing me to closely connect with our customers who face similar adversities. Our customers often highlight our empathy as a key factor in our effectiveness, contributing significantly to our success in engaging and retaining customer relationships.

Our customers come from backgrounds of adversity that I can relate to. Studying psychology and earning a CIPD diploma provided me with further insights into social sciences and human behaviour, launching me into two decades of continuous professional development in psychology and behavioural science. These studies, combined with my life experiences, underpin the methodologies I use to solve customer problems.

I have personally learned to overcome a fixed mindset, thinking traps, emotional hijackings, and negative habit patterns. Recognising and addressing self-limiting beliefs of 'pervasiveness' and 'personalisation' has transformed my life. Our customers respond positively to this, gaining confidence in their ability to achieve personal change and transformation. They have enthusiastically engaged with us through the coaching journey, achieving successful job outcomes and profoundly changing their life trajectories towards a brighter future. This is reflected in the brand name 'Transform and Achieve’. Our organisation has become proficient in addressing the real circumstances our customers face, receiving hundreds of touching testimonials over the years.

These testimonials express how we have helped them create a new self-concept and sense of capability to deal with their life challenges. I believe my life experiences, career, and education enable me to offer significant value to the mission of the IEP as a member of the IEP board.

I believe my entrepreneurial leadership experience can significantly support the IEP in its mission to assist others on an international scale particularly relating to supporting those who are hardest to reach and have multiple barriers.

I fully support and endorse Lorenzo’s application to the IEP board.  I see real potential in the value that he will bring in shaping our future and will work hard to getting the messages out. His resilience, shown by reapplying to the board, and his professionalism will complement the board and the work we must do across the sector. Jacob Hill MIEP

As someone who has personally navigated the challenging journey from imprisonment to employment, I know first-hand the difficulties of overcoming a criminal record. After my release, I spent six weeks on benefits before a supportive investor took a chance on me. It was through the guidance of employability advisors—who helped me write a business plan and maintain my morale—that I was able to secure investment and start transforming my life. This transformative experience inspired me to create Offploy.

I founded Offploy eight years ago with the goal of supporting individuals at risk of offending to maximise their potential through sustainable employment. Today, our team comprises over 20 dedicated professionals—more than 70% of whom have personal experience with the justice system. We work together towards a common vision: a world where everyone is safe from crime. Our mission is rooted in helping individuals overcome barriers, build confidence, and realise their full potential through meaningful, mentored employment.

As a Corporate Member of the IEP, I am committed to advancing the standards of employability professionals, especially those working with individuals facing significant barriers, such as criminal records. Offploy aligns with the IEP’s vision of equipping professionals to be the best they can be. We share the belief that by up-skilling employability practitioners, we create a ripple effect that empowers disadvantaged communities and drives social mobility.

I am passionate about contributing to the IEP’s mission of enhancing employability as a recognised profession. By serving on the Board, I would bring lived experience, insights from growing a social enterprise, and a commitment to the professional development of those who support others. Together, I believe we can foster a more inclusive labour market, creating opportunities for individuals to move from the margins of society to meaningful employment.

Election Statement

My main experience comes through founding a social enterprise from the ground up—starting in a prison cell and growing it into a successful organisation with nearly £1 million in turnover and over £7 million in accredited social impact. I bring a unique perspective and a proven track record in delivering transformative services. My skills are particularly suited to enhancing impactful service development for IEP members and refining the Institute’s already strong marketing efforts.

One of the key contributions I can offer is rooted in lived experience. With 1 in 4 adults of working age in the UK having a conviction, IEP members are likely supporting individuals from the criminal justice system, whether knowingly or unknowingly. I would like to encourage the IEP to continue developing educational resources that better equip members to identify, support, and advocate for these individuals. My work in this area, combined with my position at Offploy, enables me to assist the IEP in creating valuable, practical tools that enhance service delivery across the sector.

Secondly, I can support the IEP and its members in measuring and leveraging their social impact for greater success. As a Director of the Institute of Social Value, I can offer insights into how members can quantify their contributions to society, which not only improves service quality but also positions them more favourably for contract wins and funding opportunities.

Lastly, I am passionate about marketing and branding, areas in which I hope to provide a fresh perspective to the IEP’s marketing team. I look forward to collaborating on campaigns that further extend the Institute’s reach and impact, ensuring that the IEP continues to be a leading voice in the employability sector.

Andy Gullick FIEP


I have been an IEP member for 3 years and a Fellow for 1 year. My relationship with Jacob started 7 years ago when I left my job as a prison governor and contacted his team to find other employment opportunities. I had been aware of Jacob prior to then via his prison diaries that captivated everyone who had the pleasure of reading them.

Jacob has always been an active and public advocate for changing the narrative of people with convictions which is evident from the many interactions that I have had with him, and his LinkedIn profile.

Following his journey and seeing his organisation grow from a team of 4 to where they now employ over 20 colleagues is testament to Jacob’s leadership, recognition of opportunities and entrepreneurialism. I am pleased to nominate Jacob for the position of Director at the Institute of Employability professionals.

I have been an IEP Fellow for 7 years and have worked closely with them for over 2 years as Senior Adviser Partnerships and Growth. I am passionate about how effective employability support can transform lives – something I know Jacob also strongly believes.

Through my work with other clients, including as an NED with Get Set UK, I have had the privilege of developing an in depth understanding of Jacob’s organisation and how he and his team have built something scalable, profitable and above all impactful.

Jacob’s enthusiasm for social enterprise and supporting socially excluded people to secure employment shines through in every conversation.

Jacob is an inspiring speaker and an incredible advocate for giving every individual the opportunity in life to show what they can achieve.

Tim Jeffery FIEP

Tim has spent over a decade working in the employability sector, helping people across the North of England find meaningful work. His journey into this field began in 2009 when, as a recent graduate facing unemployment during the global financial crisis, he experienced firsthand how challenging it can be to find a job in difficult economic times. This personal experience sparked his passion for helping others overcome similar barriers. Based in Sheffield, Tim started his career at The Growth Company, working on programmes like the Work Programme and Work Choice, where he built strong relationships with employers and communities to create opportunities for job seekers.

In 2020, when the Covid-19 pandemic disrupted the job market, Tim played a key role in the Kickstart Scheme, helping young people secure placements and much-needed support at a time of uncertainty. He has also been heavily involved in contracts such as Skills Support for the Unemployed, the Restart Scheme & Refugee Employability Programme

One of Tim’s proudest achievements has been leading the United for Ukraine initiative, launched in 2022 in response to the war. Helping Ukrainian refugees find safety and employment has been incredibly fulfilling. Building on this, he launched Jobs for Hongkongers in 2023 to support Hong Kong BN(O) visa holders.

Tim has been a long-term advocate of the IEP, being awarded Fellowship in 2021 and appearing at IEP Basecamp 2023 and the IEP Journal.

Awarded a Fellowship by the Royal Society of Arts in 2022, Tim’s dedication to social impact work has been widely recognised. Outside of work, Tim is a Trustee for The Suit Works, a charity that provides free interview clothing to unemployed individuals. He lives in Sheffield with his young family and is a big Derby County fan.

I’d like to be a member of the IEP Board because I love the employability sector – and I want to play my part in strengthening it and making it better in the years ahead.

Over the last 10 years of working in the sector, I’ve seen how together we can be a powerful engine of social transformation – and the IEP has a central role in driving this mission both in UK and around the world.

Over the last few years, I worked to pioneer the growth of the award winning United for Ukraine and Jobs For Hongkongers initiatives – both innovative employability provision which has supported thousands of Ukrainian refugees and Hong Kong BN(O) residents across the UK. Based on this experience, I believe I have the skills to support the partnership work of the IEP to continue to grow to reach new partners and organisations – nationally and internationally.

I’m really proud to be a Trustee of The Suit Works – a charity based in Sheffield which offers free interview clothes to people who are unemployed and have a job interview. Through this role, I have gained experienced in supporting an organisation to establish vision, missions and values. I would love the opportunity to use these skills as a board member of the IEP.

Over the last 10 years, I’ve developed extensive experience of the sector working on a wide range of provisions including the Work Programme, Work Choice, Skills Support for the Unemployed, the Kickstart Scheme, the Restart Scheme and the Refugee Employability Programme. I believe I can use all of this insight and experience to help improve and grow the IEP in the future.

I want to support the nomination of Tim Jeffery to be elected to the IEP Board. Over the years, I’ve observed Tim utilise his extensive experience in the supported employment sector to build partnerships with a variety of regional and national organisations that not only deliver sustainable employment outcomes but choice and flexibility for the participant.

Alongside his impressive industry accomplishments, Tim is a humble, approachable fountain of knowledge who shares his insight and expertise with others regardless of their entry point into the industry. This attitude to knowledge sharing quickly welcomes and upskill new and experienced IEP members.

I feel strongly that Tim would be a huge asset to the IEP Board and an excellent cultural fit for its organisation and growth in the future.

Tim, in my mind, represents the IEP ethos of ‘Employability Professionals Everywhere Are the Best They Can Be’. Tim is out there, representing what can be achieved in a career, and flying the employability flag. He’s at the networking events, building partnerships and is very vocal and proud about the sector and all that’s being achieved. He’s also a trustee at The Suit Works helping people access clothing for interviews that need it. Joining the sector 10 years ago as an employment advisor he has been captivated. He can provide insight from the range of roles he has been promoted into, from employer engagement, subcontract management and most recently partnership and Integration Manager for Restart and Refugee employment programmes.

Tim would be an asset to the IEP board. He is proud of the work the sector does. And to me he represents that Employability is a career and not just a job.

Dan McCormack FIEP

As Chief Operating Officer at Catch22, a social business, I take great pride in my role and being part of such a great organisation. My responsibilities encompass the strategic design, development, leadership, and governance of all operational support and service delivery across a diverse portfolio of uoung people & family services, justice & education, and employment, learning & skills supporting individuals from cradle to career. All our services align with our organisation's three key aims, our 3Ps: to provide individuals with a good place to live, a sense of purpose, and good people around them.

Before my current role, I spent 22 years in various positions within the Employability, Justice, and Skills sectors, initially working locally in Nottinghamshire. I then spent a decade with Working Links, where I held various roles across the UK and Ireland, ranging from Employment Adviser, Partnerships & Supply Chain Manager and Head of Operations. Over the last 5 year, I have played key roles within the teams that founded Fedcap Employment and Jobs22 in the UK, two organisations delivering such important work across the Country. I am incredibly proud of the people in this sector and the transformative work we do to change lives and create futures, and I thoroughly enjoy being part of those journeys, I have been a fellow of the IEP since 2021 and firmly believe in its ambition for the sector and the support it provides.

Drawing on my operational and strategic experience, I would add strength to an already excellent board. Throughout my career, progressing from frontline roles to a range of positions in operations, management, delivery partnerships and BD, I have gained direct experience of our sector. I have been part of Executive teams for two start-up organisations, Fedcap & Jobs22, each in different circumstances, each affording invaluable experience to draw on daily. Having experienced services from New Deal to Restart and all in between including 10-years on the highly successful Work Choice, I have worked with Government Departments in the UK and Ireland to deliver and improve services for the good of their users, whilst learning and developing new approaches to meet need ensuring both on time and on budget interventions.

This journey has equipped me with a strong understanding of the market and the challenges it faces. Furthermore, I appreciate how individual roles impact our work, and more importantly, how our services affect the people we employ, driving my belief of support and development for our people. A positive culture of inclusion and value is a core principle of mine and the only way to engage people to deliver such important work.

In my current role, my leadership of a diverse portfolio has deepened my understanding of how employment contributes to reducing crime, reliance on health and social care, and overall poverty. I believe that, by drawing on my skills and experience, I would complement the existing board by providing insights from a “whole family” perspective, addressing the challenges encountered, as well as highlighting the benefits that employment can bring.

I believe I would bring an authentic, motivated contribution driven by real experience, I look forward to the possibility of being part of the IEP’s journey in the years ahead.

I'd like to nominate Dan to stand for IEP Board election. Having previously served two terms on the Board of the IEP I know what professionalism, passion and commitment is required to successfully support the IEP in this crucial role, and know unequivocally, that Dan has these attributes in abundance.

Dan has a deep knowledge and passion for the sector having worked across almost every role in his career, from the frontline to the C-suite, and as such, intrinsically understands what practitioners at all levels need to thrive in this sector. I have been a sector colleague of Dan's for many years and had the privilege of recommending him for Fellowship, with which he has sought to embed the values of IEP and professional development within his employability teams and exemplify these principles as an advocate for the IEP externally, across his significant network of international sector leaders and influencers.

Ian Ross FIEP

I am Founder and CEO of Whitehead-Ross Education, which I started in 2012. The business delivers a range of programmes including support to help unemployed people back into work, adult education, and social services programmes. Over the last 12 years I have developed and built an organisation, which now employs 126 staff and has an annual turnover of £5m, holding 32 public sector contracts. In 2023/24 my business supported 5,344 participants and now operates across twelve offices in Swansea, Neath, Bridgend, Merthyr Tydfil, Weymouth, Newport, Gosport, Fareham, Newquay, Swindon, Brighton and Worthing.

A graduate of Economics from Swansea University and qualified teacher from the University of Wales Newport, I have worked as a lobbyist and public affairs professional in the third sector in Wales and as a civil servant for three HM Government departments in Westminster. This included Personal Secretary for two of the Chancellor of the Exchequer’s Special Advisers in HM Treasury. I previously taught A Level Economics at Coleg Gwent and the Business Foundation Degree for the University of South Wales on a part-time basis.

I have been a magistrate at Swansea Magistrates Court since 2020, in the criminal court. I was appointed in 2022 as South East Regional Chair for the Federation of Small Businesses (FSB), covering Kent, Surrey, East Sussex and West Sussex. I live in Hove, East Sussex.

Election Statement

Our sector is about to enter a period of even greater instability whilst we wait for the new Labour Government to roll out its programme for government, such as devolution of the employment support budget. The employability sector also remains in the dark on what will happen to the UK Shared Prosperity Fund (UKSPF) beyond March 2025.

So what do I think I could do to influence this on the IEP Board if I was elected? I believe as a sector we all need to be far more proactive in lobbying politicians and decision makers to influence change. As a former lobbyist and public affairs professional, one of my strengths is getting messages heard. In running my own business, I regularly meet with MPs and Ministers/Shadow Ministers in London and Cardiff Bay, highlighting issues that need addressing and giving actions for MPs to follow up on with Ministers. I regularly organise events in the Welsh Parliament and House of Commons.

Rather than being timid and talking to ourselves internally as a sector, I believe the IEP needs to be bolder with campaigning and speaking up for our sector in highlighting the value of employability professionals. Our IEP paid staff work incredibly hard with limited resources and they can only do so much. I also believe there needs to be much better collaboration with ERSA, which clear expectations on the roles and remits of both valued bodies that represent our sector. Finally, more work is needed for the IEP to be embedded in our devolved nations of Wales, Scotland and Northern Ireland. I commit to providing practical support and advice on how to approach these opportunities and challenges.

Ian has demonstrated his ability to grow his business over 12 years into one of the leading education and social welfare organisations in the sector. Ian has been instrumental in raising awareness in the funding crisis for the sector over the last few years, culminating in his event at the Houses of Parliament, which saw over 100 people gather to lobby MPs on the urgency to replace the UK SPF funding. He has a deep understanding of the issues facing the sector, he is not afraid to challenge and make his voice heard, his passion shines through with everything he does.

Ian would be a great asset to the IEP Board bringing his business development experience and in-depth sector knowledge helping to expand the IEP’s reach.
